Code of Ethics and Standards of Practice

All REALTORS® must abide by NAR's Code of Ethics and Standards of Practice. The Code of Ethics and Standards of Practice outline duties that REALTORS® have to clients and customers, the public, and other REALTORS®. While the Code of Ethics establishes obligations that may be higher than those mandated by law, in any instance where the Code of Ethics and the law conflict, the obligations of the law must take precedence.

Community Service

For more than 50 years REALTORS® in eastern Contra Costa County have joined with their affiliates in the real estate industry to make important contributions to community service programs.  Acting as a committee of the association, members and affiliates have provided support to several programs.  "CanTree" provides money and foodstuffs for local programs like Don Brown Shelter; Brentwood Community Chest; Golden Hills and PICES.

To maximize the community service effort of our association, the DAR Board of Directors authorized the establishment of a 'tax-exempt, charitable foundation' named the Delta REALTORS® Community Service Foundation (The Foundation).

The Foundation Scholarship Program provides support for area high school seniors seeking to continue their education but with financial assistance to do so.  Every east county high school is offered an opportunity to participate.  The Scholarship Committee annually awards seven $1,000 scholarships.

Fundraising efforts include such social and networking events as Harvest Run, Rocktoberfest and bowling.  Under the incorporated status The Foundation is able to solicit donations from individuals and corporations who limit their contributions to IRS qualified charities.  Additionally, with the association providing administrative support, including bookkeeping and secretarial services, little, if any, funds raised are used for administration.

It is the goal of The Foundation that 100% of funds raised or donated go to the important programs for which it is intended.  Our members make huge contributions in time, energy and monetary support to worthy community causes.  This organization has the ability to expand it's fundraising efforts and to broaden the list of beneficiaries.  All of which make REALTORS® and Affiliates of DAR truly 'good neighbors'.

Bylaws of the organization call for the periodic election of a Board of Directors and address a myriad of organizational details.  Each year the DAR President and Board of Directors appoint The Foundation's governing Board of Directors.  The satisfaction of providing support to causes in our immediate neighborhoods coupled with the positive image that REALTORS® and Affiliates get as a result of their community involvement, continues to stimulate a high level of participation.

Budget & Finance
The Budget and Finance Committee monitors association fiscal policy, annually recommends a budget to the Board of Directors that includes operational income and expenses as well as member service programs to be funded, provides guidance to the Board of Directors on non-budgeted items. The 2018 committee members are Ralph Garrow, (Chair), Lisa Dukellis-Mitchener, Mary Jane Dukellis, James Britto, Errol Mooney, Angela Johns, Chris Ristau.


Bylaws
Monitors Association bylaws for compliance with CAR and NAR mandates; recommends changes to the DAR Board of Directors when modifications are deemed necessary; interprets sections when opinions vary; aids in developing clear and concise language. T


Education
The Education Committee identifies member needs and desires in the area of real estate education, establishes goals for delivering education programs to the membership, assists in seeking course material or instructors to meet the goals. The 2018 committee members are Lisa Hultz (Chair), Michael Cava, Alyssa Coray, Lisa Dukellis-Mitchener, Wendy Gregorich, Lynda Nichols, Chris Ristau, Kevin Vierra.


Grievance
The Grievance Committee meets when a complaint against a REALTOR� member is received from another member or from a member of the public. The committee determines whether the complaint should be dismissed or forwarded for a disciplinary hearing. Thus the committee serves two important functions. First, to protect DAR members from frivolous complaints and second to preserve our goal of self policing and discipline to maintain high ethical standards. The 2018 Committee members are Laurie Wexner (Chair), Melody Royal, Sandra Strobel.


Local Candidate Recommendation (formerly BORPAC)
This is a group of members that are elected by contributors to the Voluntary Political Survival fund. The elected members called "Trustees" review requests, and make contributions to issues campaigns and candidate campaigns that are of importance to the REALTORS� and the real estate industry. The 2018 Trustees are , Aaron Meadows (Chair), Ralph Garrow, Scott MacIntyre, Tony Tiscareno, Errol Mooney


Local Government Relations & Political Survival
This committee monitors local city actions that affect the real estate business, attempts to establish lines of communication with elected officials, and makes recommendations for campaign support to our political action committee. They also make recommendations and assist in educating the membership on the importance of local, state, and national political involvement and in Voluntary Political Survival contributions. The 2018 LGR Committee members are Scott MacIntyre, (Chair), Aaron Meadows, Lori Ogorchock, Tony Tiscareno, Errol Mooney, Ralph Garrow.

This is a committee established in 2005, with the objectives being to target three areas: provide input to EBRD on issues related to the MLS system, bring products and matters of interest in the area of business technology to the attention of our members, and to serve as a discussion group for members who fall into all ranges of technical competence, from novice to experienced. Professional Standards
Professional Standards Committee members serve on hearing panels for ethics complaints or arbitration requests in accordance with the California Association of REALTORS� Code of Ethics and Arbitration Manual. Composed primarily of younger members, yet open to all this committee works to energize the younger professionals to be involved in the workings and governance of the association. The 2018 YPN committee members are Chris Ristau (Chair), James Britto, Lisa Dukellis-Mitchener, Savannah Jennings, Lynda Nichols, Margaret Smethers, Kevin Vierra.
