Code of Ethics and Standards of Practice

All REALTORS® must abide by NAR's Code of Ethics and Standards of Practice. The Code of Ethics and Standards of Practice outline duties that REALTORS® have to clients and customers, the public, and other REALTORS®. While the Code of Ethics establishes obligations that may be higher than those mandated by law, in any instance where the Code of Ethics and the law conflict, the obligations of the law must take precedence.

Community Service

For more than 50 years REALTORS® in eastern Contra Costa County have joined with their affiliates in the real estate industry to make important contributions to community service programs.  Acting as a committee of the association, members and affiliates have provided support to several programs.  "CanTree" provides money and foodstuffs for local programs like Don Brown Shelter; Brentwood Community Chest; Golden Hills and PICES.

To maximize the community service effort of our association, the DAR Board of Directors authorized the establishment of a 'tax-exempt, charitable foundation' named the Delta REALTORS® Community Service Foundation (The Foundation).

The Foundation Scholarship Program provides support for area high school seniors seeking to continue their education but with financial assistance to do so.  Every east county high school is offered an opportunity to participate.  The Scholarship Committee annually awards seven $1,000 scholarships.

Fundraising efforts include such social and networking events as Harvest Run, Rocktoberfest and bowling.  Under the incorporated status The Foundation is able to solicit donations from individuals and corporations who limit their contributions to IRS qualified charities.  Additionally, with the association providing administrative support, including bookkeeping and secretarial services, little, if any, funds raised are used for administration.

It is the goal of The Foundation that 100% of funds raised or donated go to the important programs for which it is intended.  Our members make huge contributions in time, energy and monetary support to worthy community causes.  This organization has the ability to expand it's fundraising efforts and to broaden the list of beneficiaries.  All of which make REALTORS® and Affiliates of DAR truly 'good neighbors'.

Bylaws of the organization call for the periodic election of a Board of Directors and address a myriad of organizational details.  Each year the DAR President and Board of Directors appoint The Foundation's governing Board of Directors.  The satisfaction of providing support to causes in our immediate neighborhoods coupled with the positive image that REALTORS® and Affiliates get as a result of their community involvement, continues to stimulate a high level of participation.

  • The Purpose of the Delta Association of REALTORS is to support and enhance the professionalism and success of its members

 History

 

In the year 1949 a group of Real Estate Brokers from Eastern Contra Costa decided that they would create a Multiple Listing Service.  Around the same time they contacted the National Association of Real Estate Boards (NAREB), seeking the right to establish the eastern half of Contra Costa County as a separate Real estate Board.  It was necessary to comply with the requirements set forth by the National Association and when those were met, on August 23, 1949 the NAREB granted the group a charter with the name of the Eastern Contra Costa Board of Realtors. (ECCBR).  Under the charter, the ECCBR was given the right to require that all those engaged in the real estate business whose activity is concerned principally with property within its jurisdiction shall hold membership in it before being accepted for membership in any other board belonging to the National Association.

The charter also gave the board the right to control the use of the word “Realtor”

Our records indicate that there were eight Real Estate Brokers who became Realtors.  Only the Broker members had the right to hold office and vote in board elections.

Contra Costa Title Co., North American Title Guaranty Corp and the Richmond-Martinez Title Co.

The official territory of the group stretched from the town of Port Chicago (Nichols) to the San Joaquin and Alameda County lines, including West Pittsburg, Pittsburg, Antioch, Oakley, Brentwood Byron, Knightsen and Bethel Island.  Discovery Bay wasn’t in existence at that time. In 1973 the Eastern Contra Costa Board swapped some area in the Byron area of east county, giving up Clayton to the Contra Costa Board. 

1988, The ECCBR changed its name to the Delta Board of Realtors.  After a few years, the word “Board” was replaced by “Association” the official name of our association.

The Delta Association of REALTORS® offers seven different classes of membership: REALTOR®, Institute Affiliate, Affiliate, Public Service Members, Honorary Members, Student Members and Honorary Members For Life.

REALTOR® and Affiliate members of the Association pay dues to the Association for access to a multitude of highly sophisticated and valuable products and services, which are either free or fee-based.


Designated REALTOR®

Each firm must designate in writing a Designated REALTOR® who will be responsible for all of the duties and obligations of licensees associated with the Designated REALTOR®, including the obligation to arbitrate disputes pursuant to Article 17 of the Code of Ethics and to pay Association dues as established in the Bylaws. The Designated REALTOR® must be a sole proprietor, partner, corporate officer or branch office manager of the firm capable of acting on behalf of the firm's principal(s) and must meet the other qualifications for REALTOR® membership established in the Bylaws. The Designated REALTOR® must be actively engaged in the real estate profession, and maintain a current, valid real estate broker's license or be licensed or certified by an appropriate State regulatory agency to engage in the appraisal of real property. REALTOR®

A licensee shall qualify for REALTOR® membership if the person is:

1. Actively engaged in the real estate profession other than as a sole proprietor, partner, corporate officer, or branch office manager;

2. Associated either as an employee or an independent contractor with a Designated REALTOR® member of the Association or a Designated REALTOR® member of another association (if the Designated REALTOR® is a secondary member of the Association); and

3. Maintains a current, valid real estate broker's or salesperson's license or is licensed or certified by an appropriate State regulatory agency to engage in the appraisal of real property.

(A REALTOR® or Designated REALTOR® is a primary member of the Association if State and National Association dues are paid through the Association. A REALTOR® or Designated REALTOR® is a secondary member of the Association if State and National Association dues are paid through another association. One of the principals in the firm must be a Designated REALTOR® member of the Association in order for licensees associated with the firm to select the Association as their primary association.)

A licensee also shall qualify for REALTOR® membership in the Association if the person is:

1. A sole practitioner, partner, corporate officer, or branch office manager;

2. Actively engaged in the real estate profession, including buying, selling, exchanging, renting or leasing, managing, appraising for others for compensation, counseling, or financing, building, developing or subdividing real estate; and

3. Maintains or is associated with a real estate firm in the State of California or in a contiguous state.

All persons who are partners in a partnership, or all officers in a corporation who are actively engaged in the real estate profession within the State or in a contiguous state shall qualify for REALTOR® membership only, and each is required to hold REALTOR® membership in an association of REALTOR® within the State or in a contiguous state. In the case of a firm, partnership or corporation whose business activity is substantially commercial, only those principals actively engaged in the real estate profession within the jurisdiction of the Association shall be required to hold REALTOR® membership in the Association.
